I had this issue but my db was hugh and lots of adds and deletes.

Are the acls correct on this db. Does the server have managers can add/delete? Does this database replicate? Do you really need 90 days worth of deletion stubs. By specifying x is does not mean x will be immediately purged. There is some builtin in algorithm that purges 1/3 over 3 cycles.

Is the db compacted and at the latest ods that matches the server?

Try the delstubs and get rid off the deletion stubs that you wish to purge. If you can make a new replica of the db.

Keep an eye on it and see if it maintains the correct deletion stubs
